Get system time in Android’s service

I have an Android app (using different apps as the user has different roles) that needs to keep track of when certain system jobs have been completed. These jobs are fairly complicated, but the flow goes as follows:

The app runs a series of commands, using RxJava and the pipe operator, from within a Service. The Service is configured in the Manifest so it is always launched, but it only executes the commands every few minutes.
If the commands have completed successfully, the commands complete, the progress of the commands updates the UI, and the app closes.
If the commands fail for any reason, the commands are retried after some delay, and the app closes.

The progress of the commands is currently displayed by a CircularProgressIndicator, but I would like to implement a similar idea, but for the “time” of the execution of the commands.
To do this, I need to keep track of the “time” when the commands started. In my head this would be the time on the phone, since this is running in a service and not an Activity.
I’m running Android 5.0.1 and the phone is locked to the time on the device.
Since the phone is locked to the time on the device, and the app is in a service, I think that the only way to keep track of this time is through the Android system (running in the OS, not the app).
From what I’ve read, the System class in Java doesn’t seem to be able to do what I want, and the only way to get time from the OS is through the WakeLock. In other posts, I’ve read that the System class is no longer being used, but apparently it is still used in Android 5+ and the documentation still states that it is available.
The only way I can think of to get the time without setting a WakeLock would be to make the app stay awake all the time, which isn’t a good idea. I could also just use an IntentService (and stop the service whenever the app is closed, but I would want the service to start when the app starts).
Is what I’m trying to do even possible?
